Why do nations differ in their economic development?

If a nation is poor, economic development would be slow  I assume politics and natural resources add to the mix. Saudi Arabia, with its oil, could find economic development easy. Politics could play a role. With the mandatory health insurance law, many companies will cut full timers back to part time to avoid buying health insurance, etc. With stringent emissions laws, refineries and coal industries might be curtailed.
