Central planned economy which is typical for socialist system

A shortage of non priority goods and services is typically found in a planned ecnomy or a socialist economy as it is often called. The reason for this is that the socialist state doesn't consider all of the goods which a capitalist one would produce as necessary and for that reason doesn't think it should be produced for the people.
