Help 1st question If anyone can I help I tried so hard on studying but I can't not get this down :(

The answer is B I'm pretty sure. Cuz lets think about it. People were not going to just turn over their land. But if this Monarch said "hey, God gave me permission to take it" what are they gonna say? Hope this helps:)
